Job Description
    • Responsible for supervisory, managing, planning, evaluating, analyzing, and directing the functions of the Outpatient Department; responsible for work planning, implementing, monitoring and evaluating subordinates.
    • Approves and disapproves annual and sick leave.
    • Trains, develops, and orientates subordinates.
    • Acts as Infection Control Nurse and collaborates with Infection Control department.
    • Collaborates with all providers to establish unit objectives that are consistent with the goals and missions of the agency.
    • Provides comprehensive nursing care to patients when needed to supplement staffing or during emergencies or crisis utilizing the nursing process.
    • Performs the full range of patient care duties and assess medical legal implications.
    • Develops, monitors, and reviews performance evaluation for subordinates

    This is a designated position covered by Public Law 101-630, requiring contact or control over Indian children. Upon tentative selection, selectee will be requested to complete, sign, and submit the Addendum to OF-306, Child Care & Indian Child Care Worker Position form. Due to this requirement, the agency must ensure that persons hired for these positions have not been found guilty of or pleaded nolo contendere or guilty to certain crimes.

    A one-year supervisory/managerial probationary period may be required upon selection/placement.

    Measles and Rubella immunization required for selectees born after 1957. Seasonal Influenza immunization is required for civilian health care facility staff working in Indian Health Service health care facilities.

    The selected individual is required to obtain and maintain medical staff clinical privileges, including any licensure requirements. If privileges are not obtained or maintained during employment, the employee will be subject to adverse actions, up to and including removal from Federal service.

    Qualifications

    To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    For positions requiring positive education requirements, or if you are using education to meet all or part of the qualification requirements, you MUST submit a copy of your transcripts or an itemized list of college courses which includes equivalent information from the transcript (course title, semester/quarter hours, and grade/degree earned) in your resume.

    BASIC REQUIREMENT(S):
    Education: A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education (external link), Council on Accreditation of Nurse Anesthesia Educational Programs (external link), Accreditation Commission for Midwifery Education (external link), or an accrediting body recognized by the U.S. Department of Education (external link) at the time the degree was obtained. Degree from Foreign Nursing School: Official certification from the Commission on Graduates of Foreign Nursing Schools (external link) is required for individuals who graduated from foreign nursing schools.
    Licensure: For all grade levels and positions, applicants must have passed the National Council Licensure Examination (external link). In addition, they must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.
    MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Planning, organizing reviewing, evaluating, and implementing duties of subordinates. Planning, directing, implementing, and troubleshooting of clinical software packages.
    Basic Requirements for the GS-12 (or equivalent) Grade Level - In addition to the mandatory license and education described above under Basic Requirements applicants must have at least one or more full years of professional nursing experience that is equivalent to the next lower grade level - Examples of Specialized Experience: comprehensive professional nursing care in preventive and therapeutic services to all age groups that includes assessment, diagnosis and treatment of various illnesses, formulate and implement treatment plans, prescribe medications, order and interpret diagnostic tests, educate and counsel patients, and collaborate with physicians concerning patient care and management.
    MANAGERIAL ABILITIES: This is a managerial position and candidates, in addition to the professional qualifications listed, must have demonstrated in their work experience or training, that they possess, or have potential to develop, the qualities of successful supervision, as required for this position.

    Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave is earned.
